licenseRule.json: Add exception for .tag files in QDoc's test dataHEADdev

Files with .tag extension are considered `build system` files. However,
QDoc can generate output files with this extension.

Add an exception to licenseRule.json to mark .tag files in QDoc tests'
expected output files with the correct license type.
