[RAPPS] Remove the RAPPS database from the main source tree. It will now be maintained in the new repository https://github.com/reactos/rapps-db
As a bonus, the public database at https://svn.reactos.org/packages/rappmgr.cab is now automatically updated with every commit to that repository. Thanks to Alexander Shaposhnikov for the idea and help!
