针对下载过的文件，重新下载会报错 #9

如果文件下载过，此时重启应用，重新下载，会发出ACTION_FINISHED广播，去cancel通知。但是ACTION_START并不会触发，从而notificationManager不会初始化，这样会报空指针，还请修复

下载过的文件，取消安装，重启应用，会报空指针，还请修复
