Sometimes the shape "freeform" does not have a "fill" option. If one has "line" selected, then select "freeform", the "fill" option will not show up.

My suspicion is that the widget is there, but is being hidden behind another element. I had trouble with this exact issue when designing the gui/design UI in the first place. Clearly I didn't fully solve the problem.
