Some tests are skipped by mistake #4
Description
The tests from NeutronResourcesTestJSON are skipped, but they should not. They are skipped in different skip lists, but this is not correctly.
They are failing when the VM with floating IP has no acess to Heat API (VM tried to make request by curl, but has timeout or connection refused), so stack cannot be completed, because Heat API is waiting the signal from VM. This is the cloud bug, not something that should be skipped:
