We need two buttons on SIG Details page, one for adding a user and another one of promoting a user to Lead, each one will open up a dialog box which will be a form that accepts input from the user.

If user click to add a member, the user gets: NetID Text Box, Name & dropdown for Selecting SIG for the user -SIGs that user is not a member of, wont be displayed.

If user click to promote a member to lead, a dialog containing a drop-down with user names and net ids will be displayed that can be used to select and promote a member to leader.

Each member row will have a button "Promote". Members who are already leads will have nothing. - Lets not do demote for now.
