Per discussion today, the user workflow should start by being presented their list of existing projects and asking them to choose one. From there they should be directed based on properties that we know about the user. When presented with an rsync option, for example, it should prompt if the user is yet to upload an SSH key or the SSH key is unavailable from LDAP.

In addition the user's choice of project (and implicitly committee) should be saved as a preference so that it persists from session to session.
