Add a validation script to check site consistency

We should check that the database and site files are consistent with one another. Releases should not exist on disk that aren't in the database, for example, and vice versa. We should try to make this script comprehensive, i.e. complete in what it checks.

We should have a discussion about this before implementation. I think that this may be a Beta test issue.
