WL#15985: Support GSSAPI/Kerberos authentication on Windows using authentication_ldap_sasl_client plug-in for Pure Python

This work log expands WL#14213 such that GSSAPI/Kerberos
authentication using authentication_ldap_sasl_client is
supported on Windows for Connector/Python Pure-Python
implementation (classic protocol).

Now GSSAPI/Kerberos authentication using
authentication_ldap_sasl_bind works from a Linux or
Windows client when connecting to a Linux server
(>= 8.0.20) or Windows server (>= 8.3.0).
