Inconsistent heading levels

I'm giving three URLs here and they should all be at the same heading level, but in the output, the first one is a higher level than the other two:

• https://docs.docker.com/reference/cli/docker/buildx/build/#call-outline
• https://docs.docker.com/reference/cli/docker/buildx/build/#call-targets

In docker_buildx_build.yaml the heading levels are correct, but in the output doc they are not. Needs a little fix in the CLI doc.

Suggestion

Update the source file to match the YAML file: all three of these headings are H4s.
