Geofence not working

On Samsng Galaxy Fold 4 with Andorid 13 (One UI 5.1, Kernel 5.10.136) it is nor possible to activate Geofences. The switch in the settings simply switches itself back to "off" position after switching it on. The app has all rights and no power restrictions.

I tried it again on a brand new Phone with no changes to the settings and it still does not work. Are there any news or updates? I would also help to investigate this further if you are interested-just let me know what you need.
