Has the package repository for MSYS2 installation been moved or deleted?

I'm using git-for-windows inside MSYS2 as described in https://gitforwindows.org/install-inside-msys2-proper.html, but the repository links no longer seem to work. If I try the links myself, I just get 404, and the same happens to the MSYS2 pacman (https://raw.githubusercontent.com/git-for-windows/pacman-repo/refs/heads/x86_64).

Whas there just a change that is not reflected in that document, or has this been removed completely?

That link as-is isn't supposed to work. You have to append the name of the Pacman repository, with a .db suffix: https://raw.githubusercontent.com/git-for-windows/pacman-repo/refs/heads/x86_64/git-for-windows-x86_64.db.

The suggested lines to add to /etc/pacman.conf are:

[git-for-windows-x86_64]
Server = https://raw.githubusercontent.com/git-for-windows/pacman-repo/refs/heads/x86_64

[git-for-windows-mingw32]
Server = https://raw.githubusercontent.com/git-for-windows/pacman-repo/refs/heads/i686

These are the very same lines as in that file in git-sdk-64, and they work there.

Are you certain that you copied not only the correct URL, but also the correct repository name (git-for-windows-x86_64)?
