PF with different python3 versions in el8 and debian12 (at least in CI)

**PacketFence version**
PF 15.0
PF 14.x
(perhaps 13.1+)

**Describe the bug**
PF does not have the same version between debian12 and el8

- el8 -> 3.6
- debian12 -> 3.11 

**To Reproduce**
Check version returned for python3
```
python3 --version
```

**Expected behavior**
Having the same version in both OSs
