Archived packages should be optional to hide from others

At the moment when you archive a package, it hides it from view when looking at the scopes packages meaning the only way for a user to discover said package is if they know the URL for it.

I think it would be better to allow the maintainer to have the option for the package to still be viewable on this page. The reasoning being because while sometimes you want to pretend like packages don't exist, other times you want to indicate that a package is deprecated but still let users discover it and know what once was.
