Additional Rails 5 installfest tweaks

* Ensure Windows users get the 2.2 installer (Rails 5 requires 2.2.2+)
* Try to ensure everywhere with version numbers says Ruby 2.2+ and
  Rails 5.0.x
* WEBrick -> puma
