Update all the external libs to the latest version and especially Subversion to the 1.7.x branch.

Update version file for update check.

Bump version number to 1.7.1

Update to apr 1.4.2, apr-util 1.3.11 and serf 0.7.2

Make the first pixel use the transparent color.

(Fixes issue #307) : Icons are not transparent on 16-bit color depth systems.

(Fixes issue #310) : CommitMonitor failed to use TortoiseSVN diffs in the case of "c:\Program" file.

Update to svn 1.6.15 and serf 0.7.1
(Closes issue #308) : 3rd party updates

Follow-up to r589: Remove obsolete files and adjust the project files.

Update to SQLite 3.7.5
