What steps will reproduce the problem?
1. Open commitmonitor
2. Disable access to %APPDATA%\CommitMonitor, i.e. by taking away rights
3. Exit commitmonitor
4. Open commitmonitor and see an empty projectlist

What is the expected output? What do you see instead?
expected: commitmonitor should popup a warning that the urls file is not writeable or wasn't correctly saved last time.
current: commitmonitor creates an empty urls file and overwrites urls_backup on second start.

What version of the product are you using? On what operating system?
1.6.7.509 on WinXP Pro and Win7 x64 Ultimate

Please provide any additional information below.
In our company, %APPDATA% is mapped to a networkshare, which is sometimes laggy. Every now and then, the urls file doesn't get saved correctly and since commitmonitor is run silently in tray, the empty file is not realized immediately.

If you get an empty project list on the next startup, that's because the urls file couldn't be read.
Of course, if you then exit CommitMonitor, that empty project list is saved.

I'll add something to prevent saving of an empty project list.
