Added typename keyword in order to make the code compile on

Initial implementation of the HTTP 1.0 client, request, and response objects. Accompanying unit test at test/http_1_0_test.cpp shows basic usage scenarios.

Added more checks, this time for applying the transformation to the message destination.

Implementing to_lower transformation.

Created a new tag

Using non-ODR violating placeholder implementation -- thanks to Joaquin Lopez Munoz of the Boost C++ Library community for the pointers -- instead of extern placeholders. Uses a similar approach used in Boost.None.

Fixed the following problem:

* template keyword missing in struct get_real_algorithm definition in boost/network/message/transformers.hpp, and gcc 4.1.2 complains.

Implement to_upper transformer and basic transformation infrastructure.

Adding RATIONALE documentation which contains objectives, goals, and scope of the library.

FIX: missing "//" after #endif.
