re #380: add mounted jar files to the class-path by registering a new URLClassLoader... also, make declareJavaPackage() a bit smarter, so declaring a.b.c implicitly declares a.b

re #380: add API to register ClassLoader... now the cache ClassLoader is registered in this mannar, and used to load wrapper class. (For compiled code, the cacheClassLoader is still used directly, because I suspect this would be faster and the compiled code should not have any references to classes defined outside of ObjectScript.)
