## Flood Zone & Flood Risk Check

Tells you whether a US address sits in a flood zone: the zone, whether it's in a
Special Flood Hazard Area (the line that triggers mandatory flood insurance on a
federally backed loan), and a plain-English risk read. Works nationwide.

- **Input:** `{ "address": "600 Congress Ave, Austin, TX" }` or `{ "lat": 30.27, "lng": -97.74 }`
- **Returns:** the shared Plat envelope: `schema_version`, `address`, `coverage`, `hazards.flood`, `meta`.

This reads the mapped flood zone for the location. It's a screen for diligence,
not a substitute for an elevation certificate on a deal you're closing.

### Telemetry

This Actor sends an anonymous coverage signal (county-level only, never the
address, the report, or your identity) so we can see where to add coverage next.
