I had been getting the “Load langs.xml failed!” dialog when I started up Notepad++.
Notepad++ version: 5.8.2(Unicode version)
OS version: windows XP SP3

The solution is below
The Fix

   1. Open your “Notepad++” installation folder (right click on the shortcut icon, “Open File Location”)
   2. Delete file langs.xml
   3. Restart Notepad++

The reason is that file langs.xml has been broken.
the file langs.xml is generated by notepad++ automatically when you open it with no langs.xml in.
It may be a bug of notepad++ 5.8.2.
