    曼素恩早期作品，80年代西方汉学的经典国家—社会关系范式，地方商业“礼治”和“专业化包税制”的概念和杜赞奇“保护型经纪人”“抽取型经纪人”的提法很像。处于治理成本的考虑，帝国依赖地方商业组织而非官僚制度抽取工商税收，晚清厘金和商业税的兴起则进一步延续了传统的地方治理模式。民国税制改革促进了专业化税务承包制的发展，虽然并未显著提升国家财政能力，但将地方传统的商业联系破坏掉了。
