iCloud repeatedly requires re-login and authentication on PC

I believe the answer is "Never do business with Apple," but here we go:

• I must (re-)log in to iCloud on my PC every ten-to-thirty minutes all day, every day, and make sure my iPad is charged so I can confirm that yep, it's me again. It pops up out of nowhere (the only thing even vaguely Apple-ish on my PC is iTunes, much to my regret, and it's not active, or at least shouldn't be) and for no reason
• If you're a Mac person, good on you. I don't do Desktop Publishing, so I don't see the need to spend twice the money on a machine you can't configure
