🐛 fix: Resolve CI failure and update backend config

This commit resolves a CI pipeline failure and updates the
backend configuration.

- Updates `tsconfig.json` and Hono routes for file-based routing.
- Fixes the `vibe-workflow` submodule error that was breaking the CI build.
