Add support for RabbitMQ Quorum Queues (Mirrored Queues) have been deprecated so it's not possible to have high availability RabbitMQ queueing with Service Stack

In order to have a reliable queueing system we would like to be able to have clustered RabbitMQ systems. Mirrored "Classic" Queues served this purpose in the past, but they have been deprecated in RabbitMQ since the later versions of 3.x and support will eventually be removed from a future Version 4. Would like to migrate to use Quorum Queues going forward.
