note about publishing materials

note to UW IT about what we need to do:

It's a static web site, so:

* It could be published on a UW server -- as long as we can update it (ftp, http, whatever)

* We could use a use UW domian name, and publish via gitHub pages, so it woule appear to be on a UW server.
  - In the future, it could move to any other server, UW or otherwise.
