This should be fairly straightforward. I can't imagine the main work taking more than a day – the main thing that might slow things down is coordinating with other departments about which partners we want to add to the repo for its launch.

To be clear, we'll want to create a subdirectory + README for each existing user, as defined in #530. We'll then want to do the same for each official business partner, even if they don't have any modules/templates available.
