Create new profile UI page in Registry

Blocked by #537. Related to (but not necessarily blocked by) #536

Once we have approved UI designs, we'll need to build out the UI as a new page. To be honest, there's not much more to add beyond that, as the main considerations should already have been addressed in the linked tickets above.

With some of the old Registry tasks taken off my plate, I'm going to go ahead and move this to the current sprint. I already have a good bit of work done, and I think I can get it done by EOD tomorrow
