Disable Conditional UI if Client Side State Found.

Why

Currently conditional UI is triggered also if in the Login screen a client side state if found and the "Passkey-button" is shown.

Especially Password Manager are triggered in that screen and if a user want's to use the passkey button, multiple escapes/mouseclicks are required.

TODOS

• Block/Remove conditional UI if client side state is found and the version of the login screen with passkey-button is shown.

Acceptance criteria

• Password Manager (check with 1Password) are not triggered automatically by the client side state login screen.
• In the normal login screen with input field, Conditional UI is still active.
