Using this icon next to links is a common pattern for opening in a new tab with target="_blank"

Suggestion

Since it seems to be the case (#21291) that there's a preference not to use target="_blank", I suggest removing the icons

I think these icons were added to indicate its a link to an external website (so you'd be leaving the docs.docker.com website), not necessarily that they open in a new tab or window

hm. well it's very confusing as a user of the docs
