This PR addresses an internal code cleanup within the Firestore component by removing the usage of the absl internal function STLStringResizeUninitialized in ordered_code.cc.

The change was suggested internally at Google in cl/875204930 to reduce reliance on internal absl APIs, promoting better code hygiene and reducing potential for breakage if internal absl implementations change.

There should be no user-facing impact or behavioral changes as a result of this modification, as it concerns an internal implementation detail.
