Github copilotのトークン消費量が多いのは何故ですか？

Claude Pro, Copilot を契約しています。

Copilot CLIでチャットベースでコーディング指示を10回行いました。

その利用トークンは26m。単純平均なら1回のチャットで2.6m(2600k）の消費です。

Claude code で同じ様なコード実装をさせました。
こちらは終わったタイミングで、消費トークンが消えたので途中段階のキャプチャですが
作業完了時20.4kでした。

全く同じ条件ではなくClaude側も試行回数が少ないので比較は卑怯かもしれませんが
トークン使用量が少なく見積もっても100倍違うのは何故でしょうか？

もし消費を抑える方法などあればご教示頂きたいです。
※利用しているモデルは両方のサービス共にClaude opus4.8 midiumです。
