5. DELETE .../actions/runs/32216648756 — 403 "Could not delete the workflow run"
6. Check suite rerequest — 404
7. Disable + re-enable workflow — no change

Actor has admin on the repository.

Isolation

• Newer runs of the same workflow succeed (e.g. 32933063744).
• No concurrency group on the workflow; other runs are not blocked.
• Appears to be a corrupted/orphaned Actions record visible only in the UI/API as permanently queued.
