Clickable cards do not appear on Windows Voice Access numbers overlay

Sphinx Design clickable cards are number tagged while the Pydata Sphinx Theme cards are not

Repro steps:

1. Run Voice Access on Windows
2. Navigate to a website containing a clickable card (eg: https://pydata-sphinx-theme.readthedocs.io/en/stable/user_guide/web-components.html#cards)
3. Say "Show Numbers" -- Note, this is sometimes finicky. Click the mic symbol on the upper left to put voice access to sleep, then again to wake it up and say "show numbers" to retry.

Can you share the versions of both PST and sphinx design you are using?
AFAIK the only change we have made recently to cards is ensuring clickable cards show focus rings so might to make sure both versions are the same first.

The images above are directly from the developer pages. I'm not sure exactly which version each site is using. I've verified our site does not label the cards. Our stable site is running PST 0.15.4, but i've verified it still occurs on 0.16.0
