𝗧𝗵𝗲 𝗹𝗲𝗴𝗮𝗰𝘆 𝗣𝗹𝗮𝘀𝘁𝗶𝗰 𝗘𝗣𝗥 𝗣𝗼𝗿𝘁𝗮𝗹 𝗶𝘀 𝗻𝗼 𝗹𝗼𝗻𝗴𝗲𝗿 𝗹𝗶𝘃𝗲. Since 28th June, 2026, every plastic waste EPR activity registration, obligations, certificates, annual returns, grievance resolution runs through a single destination: the Common EPR Portal, with Single Sign On. The old portal is now read-only. It exists to verify what was migrated, nothing more. For PIBOs, Plastic Waste Processors, Urban Local Bodies and every registered stakeholder under Schedule II of the PWM (Amendment) Rules, 2022, the practical work is straightforward but time-sensitive: Register with the same Company PAN and Authorised Person PAN as your legacy account. Check that migrated registrations, obligations, certificates and returns carried over correctly. Flag discrepancies early, not at filing deadline. Back up your legacy records for audit. File everything going forward on the Common Portal only. Consolidation is the right direction one system means fewer reconciliation gaps and a cleaner audit trail. 𝗔 𝗰𝗹𝗲𝗮𝗿𝗲𝗿 𝘀𝘁𝗿𝘂𝗰𝘁𝘂𝗿𝗲 𝗳𝗼𝗿 𝗯𝗮𝘁𝘁𝗲𝗿𝘆 𝗰𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗶𝗻 𝗜𝗻𝗱𝗶𝗮. 𝗧𝗵𝗲 Central Pollution Control Board (CPCB) 𝗵𝗮𝘀 𝗶𝘀𝘀𝘂𝗲𝗱 𝘁𝗵𝗲 𝗚𝘂𝗶𝗱𝗲𝗹𝗶𝗻𝗲𝘀 𝗳𝗼𝗿 𝗖𝗼𝗹𝗹𝗲𝗰𝘁𝗶𝗼𝗻 𝗖𝗲𝗻𝘁𝗿𝗲𝘀 𝗮𝗻𝗱 𝗗𝗿𝗼𝗽 𝗣𝗼𝗶𝗻𝘁𝘀 𝘂𝗻𝗱𝗲𝗿 𝘁𝗵𝗲 𝗕𝗮𝘁𝘁𝗲𝗿𝘆 𝗪𝗮𝘀𝘁𝗲 𝗠𝗮𝗻𝗮𝗴𝗲𝗺𝗲𝗻𝘁 𝗥𝘂𝗹𝗲𝘀, 𝟮𝟬𝟮𝟮, giving the collection layer of the value chain a defined operating framework. Collection Centres are now formally recognised for collecting, sorting and temporary storage, Drop Points are recognised for residential, commercial and institutional collection, and both carry prescribed requirements for location, signage, containment, ventilation and transportation — with CTE, CTO or Authorisation from the SPCB or PCC required for Collection Centres. As part of the stakeholder consultation process, hashtag#Attero contributed detailed technical recommendations towards the development of these guidelines, including the recognition of Collection Centres set up by Producers, Recyclers and Refurbishers, the recognition of Drop Points, and the authorisation requirement for Collection Centres. We appreciate CPCB's consultative approach and believe a structured collection layer is what makes the rest of the chain traceable and auditable.
