What does “take a blinker” mean here? Guessing it’s a regional thing, I’ve not heard that one before.

Hitting your vape until it times out and starts blinking - a long hit.

Not sure what it’s got to do with the picture except you might cough and tear up a lot when you take a blinker off a weed pen

Edit: I guess it’s probably fog, so God is exhaling a lot of vapor,I think I get it now lol

Oh, that makes more sense. It’s a joke about the fog, then. If rain is God crying, then fog is God hitting the vape.
