oh, I agree with you, that doesn't make sense.
I overlooked the "maxspeed:conditional". So this is the way for non-permanent speed limits? Because my navigator (Magic Earth) doesn't use this as a speed limit. Maybe because the condition is missing?

Not all routers support the established :conditional syntax.
To be fair, a conditional speed limit for 5 years is silly, one should have simply put maxspeed=80 back in 2019. But since December 24 is slowly approaching, I would now keep it and put the maxspeed-values back.
My navigation app supports the syntax, but it looks like a time is mandatory for it.

Kann man dies in der GUI von OSM eigentlich beim Changeset sehen, dass es revertiert wurde? Finde die GUI zum Teil nicht so intuitiv 🤔
Am CS nicht nein. Das kann die API nicht verarbeiten und es wäre auch bei Teilreverts nicht möglich, ob ein solcher Flag gesetzt werden müsste.
An meinem CS ist erkennbar, dass ich ein Reverter-Tool verwendet hat. Zusammen mit den Kommentaren und der Historie der Objekte wird es dann klar.
