Well, it's not just overlays/environments/pogs that are the issue. The background texture/colour, which is over everything on the map, is also on top of the underlays. So 100% of the underlays you place in PreRC8 are, for all intents and purposes, invisible. RC7 did not have this problem.

It is part of the concept of underlays to be under everything else - this is where the background should be!
Still, its hard to work on the underlay layer when there are overlays, environment or pogs in there.
I think a feature to hide layers or to choose the currently edited layer would be very useful.

I'm not having the background texture painting over underlays on my end... even when using an underlay pog as background texture.
If you haven't, you can try turning off the texture background through the "Map->Change Background" feature.
