#107 Add "Deprecated" Configuration Option

The company I am employed by has a large Barman estate supporting a vast amount of PostgreSQL servers. Occasionally we need to switch which Barman server is taking backups from a PostgreSQL instance to balance our disk capacity.

To assist with this it would be fantastic to be able to mark a PostgreSQL instance as "deprecated". This would mean that no errors are thrown from "barman check" relating to WAL streaming/backups etc nor would Barman actively seek those. However, it would still apply the retention policies to purge the redundant backups.

This config item would also be helpful when system ID conflicts occur due to major version upgrades.
