C++ Network Library Code

Adding RATIONALE documentation which contains objectives, goals, and scope of the library.

FIX: missing "//" after #endif.

Initial import of parsing & building URIs

Adding destination directive and wrapper, with appropriate unit test.

Adds the sandbox so that various network related code snippets can be reviewed
here.

Also to test my check in privilege :)

Adding missing implementation headers for source directives and wrappers.

Implement 'source' directive and wrapper.

NOTE: tested and written in Mac OSX (darwin)

Updated unit tests to compile on Linux using GCC and Intel compilers

commit access works :-)
