Where is Mei?

Hey all, losing my mind here, Almost done with game, presumably beat every boss before the last. I can't find Mei. I am still holding the Jade Crown but I don't know where she is to initiate her quest. Not sure I have ever seen her, Any help please?

If you never seen her she is in Tidal Stronghold, secret area

Then she moves right next to Western Ruins bonfire

After that she moves to the camp (she moves yet again to Haven of the Free People after you give her the crown)

Her first appearance is Pirate 17 for reference in this guide

Thank you!!! it was so long ago that I was in that area, I couldnt figure out where I missed her, and since she wasnt referenced by name, I didnt realize she was listed in the guide.
