00:01Good morning, I'm Benison Estareja.

00:03We have another update regarding our monitor,

00:06Tropical Storm Helen with international name Pulasan,

00:10and Southwest Monsoon or Habagat,

00:12which continues to rain on a large part of the country.

00:16Tropical Storm Helen entered yesterday at around 6.30pm.

00:21And as of 4 in the morning earlier,

00:23it was at more than 1,100 kilometers northeast of extreme northern Luzon.

00:28It has a maximum sustained winds of 85 kilometers per hour,

00:31which is close to its center,

00:32and there is a downpour of up to 105 kilometers per hour.

00:36And it is moving west-northwest at a speed of 25 kilometers per hour.

00:42Based on the latest forecast,

00:44it is expected that Tropical Storm Helen will continue to move west-northwest.

00:48So it means that later in the afternoon or evening,

00:50this could also be our Philippine area of responsibility,

00:53heading to the southern islands of Japan and the East China Sea

00:57for the next 24 hours.

00:59Estimated location later in the afternoon,

01:01885 kilometers northeast of Batanes,

01:05and by tomorrow, it will be outside of Par

01:07at 725 kilometers in the early morning.

01:10Based on the latest forecast,

01:12Tropical Storm Helen's center is very far from our land.

01:16It means that we have no hope of landfall

01:19or direct effect towards any part of our country,

01:21and we do not expect any increase in tropical cyclone wind signals.

01:25Tropical Storm Helen will also remain as a tropical storm for the next two days,

01:30and it is possible that it will weaken a bit

01:32because these are also the areas that were hit by the typhoons.

01:37Meanwhile, the Philippine area of responsibility

01:40was released at 2 a.m. earlier this morning,

01:42Tropical Depression Henir.

01:44It is located in a part of the South China Sea

01:46and is heading towards the central portion of Vietnam.

01:49Last seen, it is more than 410 kilometers northwest of Bacnotan, La Union.

01:55Maximum sustained winds are 55 kilometers per hour,

01:59and Tropical Depression Henir plus Tropical Storm Helen

02:01are making Southwest Monsuno-Habagat

02:04affect a large part of the country.

02:06It means that there are still places

02:08that will experience strong rains,

02:11especially in the northern part.

02:13In the eastern part,

02:14it is also associated with cloud clusters.

02:17This is the trough of Tropical Depression Helen,

02:20so we will continue to monitor it

02:22for possible formation of any weather disturbances.

02:25But at least for the next 24 hours,

02:27it will not become a low-pressure area or a typhoon.

02:31These are the places where there will be rains for today

02:33because of Habagat or Southwest Monsuno,

02:36which were hit by two typhoons.

02:38Heavy to intense rains will still be experienced

02:40in Palawan and Occidental Mindoro,

02:42so be careful of floods and landslides.

02:46We also have moderate to heavy rains

02:48or 50 to 100 millimeters of rain

02:50in Ilocos Region, Cordillera Administrative Region,

02:54Zambales, and Bataan.

02:56We also have light to moderate,

02:57with at times heavy rains for today

02:59in Metro Manila, Cavite, Batangas,

03:02and the remaining part of Mimaropa.

03:04So there is a high chance that we will have

03:06rainfall advisories and heavy rainfall warnings

03:09here in the places we mentioned.

03:11As for the scattered rain and thunderstorms today,

03:14part of Luzon,

03:16as well as a large part of Visayas,

03:18especially in Western Visayas and Negros Island Region,

03:21Zamboanga Peninsula, Bangsamoro Region,

03:24Northern Mindanao, and Caragas.

03:26So make sure that the places we mentioned

03:28will also bring rainstorm warnings.

03:30Tomorrow, the effects of the Southwest Monsoon will continue,

03:33but by this time,

03:34when the typhoon Helen and Henir is out of our power,

03:37the rainfall and the places where it rains will decrease.

03:41As for Ilocos Region,

03:42Zambales, Bataan, Palawan, and Occidental Mindoro,

03:46where it will rain from 50 to 100 mm.

03:51Our fellow countrymen should continue to be aware

03:53of the possible flooding in low-lying areas

03:56and the non-typical areas where flooding occurs.

03:59Flooding in your areas is also possible.

04:01Flooding in rivers and landslides in mountainous areas is also possible.

04:06Local disaster risk reduction and management offices

04:10for possible evacuation

04:12and your local chief executives

04:15for possible class or work suspensions.

04:19As for severe winds or strong winds

04:22because of the Southwest Monsoon,

04:24we will still experience it in the next two days.

04:27For today, Zambales, Bataan, Pampanga, Bulacan, Metro Manila,

04:32Calabarzon, Mimaropa, Bicol Region, Visayas,

04:36Zamboanga Peninsula, Northern Mindanao, Caraga, and even Davao Region,

04:41we will still experience severe winds.

04:43As for Thursday or tomorrow,

04:45we will still have gusty conditions over Ilocos Region,

04:48Isabela, Aurora, Zambales, Bataan, Metro Manila,

04:52Calabarzon, Mimaropa, Bicol Region,

04:55down to Western Visayas, Negros Island Region, and Zamboanga Peninsula.

04:59Again, this is not because of the storm but because of the Southwest Monsoon.

05:04And apart from severe rain and strong winds,

05:07it is still possible to experience high waves

05:10up to 4.5 meters or exactly half of the house of waves

05:14in the western seaboards of our country.

05:17But this has been reduced.

05:19Expect 4.5 meters in the western coast of Bataan,

05:22here in the big cities of Occidental Mindoro,

05:24Palawan, northwestern coast of Aklan,

05:27and the big cities of Antique.

05:30It is dangerous to go to these places

05:32so it is possible to restrict our small sea vessels

05:35while the waves are 1 to 3 meters high

05:38in the neighboring cities of our country.

05:41By tomorrow, it is possible to reduce our gale warnings

05:44here in the western coast of Visayas,

05:46and the gale warnings will still remain

05:48here in the western seaboards of Luzon.
