00:01
Good morning, I'm Benison Estareja.
00:03
We have another update regarding our monitor,
00:06
Tropical Storm Helen with international name Pulasan,
00:10
and Southwest Monsoon or Habagat,
00:12
which continues to rain on a large part of the country.
00:16
Tropical Storm Helen entered yesterday at around 6.30pm.
00:21
And as of 4 in the morning earlier,
00:23
it was at more than 1,100 kilometers northeast of extreme northern Luzon.
00:28
It has a maximum sustained winds of 85 kilometers per hour,
00:31
which is close to its center,
00:32
and there is a downpour of up to 105 kilometers per hour.
00:36
And it is moving west-northwest at a speed of 25 kilometers per hour.
00:42
Based on the latest forecast,
00:44
it is expected that Tropical Storm Helen will continue to move west-northwest.
00:48
So it means that later in the afternoon or evening,
00:50
this could also be our Philippine area of responsibility,
00:53
heading to the southern islands of Japan and the East China Sea
00:57
for the next 24 hours.
00:59
Estimated location later in the afternoon,
01:01
885 kilometers northeast of Batanes,
01:05
and by tomorrow, it will be outside of Par
01:07
at 725 kilometers in the early morning.
01:10
Based on the latest forecast,
01:12
Tropical Storm Helen's center is very far from our land.
01:16
It means that we have no hope of landfall
01:19
or direct effect towards any part of our country,
01:21
and we do not expect any increase in tropical cyclone wind signals.
01:25
Tropical Storm Helen will also remain as a tropical storm for the next two days,
01:30
and it is possible that it will weaken a bit
01:32
because these are also the areas that were hit by the typhoons.
01:37
Meanwhile, the Philippine area of responsibility
01:40
was released at 2 a.m. earlier this morning,
01:42
Tropical Depression Henir.
01:44
It is located in a part of the South China Sea
01:46
and is heading towards the central portion of Vietnam.
01:49
Last seen, it is more than 410 kilometers northwest of Bacnotan, La Union.
01:55
Maximum sustained winds are 55 kilometers per hour,
01:59
and Tropical Depression Henir plus Tropical Storm Helen
02:01
are making Southwest Monsuno-Habagat
02:04
affect a large part of the country.
02:06
It means that there are still places
02:08
that will experience strong rains,
02:11
especially in the northern part.
02:13
In the eastern part,
02:14
it is also associated with cloud clusters.
02:17
This is the trough of Tropical Depression Helen,
02:20
so we will continue to monitor it
02:22
for possible formation of any weather disturbances.
02:25
But at least for the next 24 hours,
02:27
it will not become a low-pressure area or a typhoon.
02:31
These are the places where there will be rains for today
02:33
because of Habagat or Southwest Monsuno,
02:36
which were hit by two typhoons.
02:38
Heavy to intense rains will still be experienced
02:40
in Palawan and Occidental Mindoro,
02:42
so be careful of floods and landslides.
02:46
We also have moderate to heavy rains
02:48
or 50 to 100 millimeters of rain
02:50
in Ilocos Region, Cordillera Administrative Region,
02:54
Zambales, and Bataan.
02:56
We also have light to moderate,
02:57
with at times heavy rains for today
02:59
in Metro Manila, Cavite, Batangas,
03:02
and the remaining part of Mimaropa.
03:04
So there is a high chance that we will have
03:06
rainfall advisories and heavy rainfall warnings
03:09
here in the places we mentioned.
03:11
As for the scattered rain and thunderstorms today,
03:14
part of Luzon,
03:16
as well as a large part of Visayas,
03:18
especially in Western Visayas and Negros Island Region,
03:21
Zamboanga Peninsula, Bangsamoro Region,
03:24
Northern Mindanao, and Caragas.
03:26
So make sure that the places we mentioned
03:28
will also bring rainstorm warnings.
03:30
Tomorrow, the effects of the Southwest Monsoon will continue,
03:33
but by this time,
03:34
when the typhoon Helen and Henir is out of our power,
03:37
the rainfall and the places where it rains will decrease.
03:41
As for Ilocos Region,
03:42
Zambales, Bataan, Palawan, and Occidental Mindoro,
03:46
where it will rain from 50 to 100 mm.
03:51
Our fellow countrymen should continue to be aware
03:53
of the possible flooding in low-lying areas
03:56
and the non-typical areas where flooding occurs.
03:59
Flooding in your areas is also possible.
04:01
Flooding in rivers and landslides in mountainous areas is also possible.
04:06
Local disaster risk reduction and management offices
04:10
for possible evacuation
04:12
and your local chief executives
04:15
for possible class or work suspensions.
04:19
As for severe winds or strong winds
04:22
because of the Southwest Monsoon,
04:24
we will still experience it in the next two days.
04:27
For today, Zambales, Bataan, Pampanga, Bulacan, Metro Manila,
04:32
Calabarzon, Mimaropa, Bicol Region, Visayas,
04:36
Zamboanga Peninsula, Northern Mindanao, Caraga, and even Davao Region,
04:41
we will still experience severe winds.
04:43
As for Thursday or tomorrow,
04:45
we will still have gusty conditions over Ilocos Region,
04:48
Isabela, Aurora, Zambales, Bataan, Metro Manila,
04:52
Calabarzon, Mimaropa, Bicol Region,
04:55
down to Western Visayas, Negros Island Region, and Zamboanga Peninsula.
04:59
Again, this is not because of the storm but because of the Southwest Monsoon.
05:04
And apart from severe rain and strong winds,
05:07
it is still possible to experience high waves
05:10
up to 4.5 meters or exactly half of the house of waves
05:14
in the western seaboards of our country.
05:17
But this has been reduced.
05:19
Expect 4.5 meters in the western coast of Bataan,
05:22
here in the big cities of Occidental Mindoro,
05:24
Palawan, northwestern coast of Aklan,
05:27
and the big cities of Antique.
05:30
It is dangerous to go to these places
05:32
so it is possible to restrict our small sea vessels
05:35
while the waves are 1 to 3 meters high
05:38
in the neighboring cities of our country.
05:41
By tomorrow, it is possible to reduce our gale warnings
05:44
here in the western coast of Visayas,
05:46
and the gale warnings will still remain
05:48
here in the western seaboards of Luzon.
05:51
And that is the latest from the Weather Forecasting Center of Pagasa.
05:55
Our next update regarding the storm Helen
05:57
will be at 11 o'clock in the morning.
05:59
I am Benison Estereja. Take care.
