00:19Social media platforms will play a big role in spreading misinformation.

00:26Now, the election is coming, according to the government employee, Nermar.

00:32With regards to social media, it's faster to spread misinformation and buy votes

00:39because almost all Filipinos use social media and the internet.

00:45This scenario is expected by the Department of Information and Communications Technology or DICT.

00:51That's why the agency deployed election watchdogs to guard against disinformation, misinformation,

01:00fake news, and deepfakes on social media.

01:04NGOs or volunteers that are willing to put in their resources, their time, in order to be watchdogs.

01:17One of the NGOs that approached DICT is Scamwatch Philippines.

01:22According to its co-founder, Josel D. Guzman,

01:26one of what they're looking at now is what they call a zombie account

01:30or social media accounts that were hacked and trolled in the last election.

01:35Not only will this be used to spread disinformation, misinformation, fake news, and deepfakes,

01:43but it can also be used for scams or buying votes.

01:48You can use the power of election practice to promise people that if you want to earn Php 2,000,

01:59you just need to vote for this candidate. Just click the link.

02:03Now, you have nothing to do with this candidate. You just need to get your account or scam it.

02:08DICT Secretary Uy explained that they still depend on Comelec

02:15in case they see a social media account that spreads misinformation.

02:20We are deputized, so we act in accordance with the directives of Comelec during the election.

02:27Uy insisted that DICT has been working with social media platforms

02:32to take down social media accounts that spread misinformation.

02:38Some of the social media platforms are very cooperative.

02:42So they will say, we'll look into it.

02:46Sometimes, we complain that it's a bit slow,

02:50instead of acting immediately one, two days, three days, a week before they take action against it.

02:58Nermar was pleased that DICT is proactive in election-related issues related to social media.

03:06Nermar also reminded that all Filipinos should be responsible for using their own social media accounts.

03:14Maybe, do some research first before you decide.

03:19And don't just blindly believe what you read or see on social media.

03:25DICT will advise the public not to just blindly believe what they post on social media.
