00:15And the strategic integration of economic, technological and industrial diplomacy

00:25These themes are all closely linked with Taiwan's national development

00:31I'm confident that this year's forum will enable Taiwan and democratic partners from around the world

00:40To achieve even greater consensus on ways we can work together

00:46For a more secure Indo-Pacific and more prosperous world

00:53As authoritarianism continues to expand

00:57Democratic nations must join even closer

01:02In solidarity to defend our values

01:06Taiwan holds a key position on the North Island chain

01:11Making us a keystone of Indo-Pacific peace and stability

01:17In view of this, we have been moving forward

01:22With the four pillars of peace action plan

01:26Since I took office

01:28This includes boosting our national defense

01:33Building economic security

01:36Demonstrating stable and principled close trade leadership

01:41And promoting values-based diplomacy

01:47Our government remains committed to maintaining the status quo

01:53And ensuring peace and stability across Taiwan's trade

01:57At the same time

01:59We will deepen partnerships with other democratic nations

02:05To advance global prosperity and development

02:10This July

02:11We introduced

02:13National Solidarity Month

02:16This combines our yearly Han Guang military exercises

02:21With new urban resilience drills

02:24The initiative expanded civil participation

02:29And through military civilian cooperation

02:34Help ratified the resilience of government agencies

02:39And people throughout the nation

02:41To address extreme situations

02:45Alongside these efforts

02:48We are continuing to reform

02:51And invest even more resources

02:54In our national defense

02:56Next year's defense budget

02:58We will reach a target of over 3% of GDP

03:03To boost Taiwan's self-defense capabilities

03:07Haiwan will also continue to enhance its economic resilience

03:13And steadily advance its economic security

03:17While we further deepen our economic and traded cooperation

03:23With other countries

03:25We will keep upgrading our five trusted industry sectors

03:32Of semi-conductors

03:35Artificial intelligence

03:38Military security and surveillance

03:42And next-gen communications

03:45In this turbulent global landscape

03:48Haiwan stands on the front lines of authoritarian threat

03:54Which is also the forefront of the global defense of democracy

03:59Thus

04:01We know how precious peace is

04:05And we recognize that peace in the Taiwan Strait

04:09Is not just a regional issue

04:12But a shared responsibility for economic stability

04:16And security around the world

04:19As a responsible member of the international community

04:24Taiwan will stand

04:26With the world's democracies to face challenges

04:30U uphold the rules-based international order

04:35Defend peace through strength
