00:16Last year, the regulator downgraded its City Hospital maternity unit
00:20to inadequate for safety.
00:22Inspectors flagged poor staffing levels, problems with equipment
00:26and gaps in translation for mothers who don't speak English.
00:30Since then, maternity has shifted to the new Midland Metropolitan University Hospital,
00:36but families are asking whether the move has fixed the problems or just relocated them.
00:41The review, led by Baroness Amos, is supposed to cut through years of failed promises.
