00:00Congress appears to be on the brink of a partial government shutdown unless something changes.
00:05President Trump met with the four top leaders in Congress, including Chuck Schumer and Hakeem
00:11Jeffries. And after the meeting on Monday, the two sides walked away without an agreement and
00:17stressed that there were big gaps between the two sides when it comes to trying to prevent a
00:23partial government shutdown. Now, Democrats have long demanded key concessions on health care
00:29policy. They want to undo the Medicaid reforms that Republicans had enacted back in July as part of
00:37the One Big Beautiful Bill Act, now known as the Working Families Tax Cut Act. But they also want
00:44an extension of the enhanced Obamacare subsidies, which are set to expire at the end of the year.
00:50And Democrats have also made clear that they want changes to President Trump's use of empowerment
00:55and other mechanisms to block certain types of funding from going out that Congress has already
01:01approved. And Republicans have made clear that they want a clean measure to simply prolong the
01:08government's funding, basically putting it on autopilot until November 21st. That's known as a
01:13continuing resolution. And he said that any demands that Democrats have can be negotiated separate from
01:20this. It's quite a rule reversal from what we've seen over past shutdowns. Usually Republicans find
01:26themselves on the demanding side, and Democrats find themselves the ones demanding a clean CR to keep
01:33the government's lights on. If the two sides fail to reach an agreement by 11.59 p.m. on Tuesday,
01:40the government will head towards a partial shutdown. Now, I've talked to a bunch of aides on both sides of this
01:48fight. And it certainly seems that Republicans really, really believe that they have the upper
01:53hand here, whereas Democrats seem to be a bit mixed. There are some that think that they can win this
01:59fight because they believe health care is a really popular issue for them. And they believe that the
02:04base really wants them to put up a big fight against President Trump. But there are others who think
02:10that they don't really have many cards to play here because Republicans have the majority in both
02:15chambers of Congress and only need about seven or eight Democrats in the Senate to overcome the
02:21filibuster. So it appears likely we're heading towards a government shutdown. I definitely covered a bunch
02:27of these in the past where it looked pretty bad. It looked like there was going to be a shutdown and
02:31then it got averted at the last minute. So we'll have to see if anyone blinks.
