President Donald Trump's administration had been accused of violating a court order

by using disaster relief funding to pressure states into aiding federal immigration enforcement.

U.S. District Judge William E. Smith ruled Trump's administration

has done precisely what the memorandum and order forbids,

conditioning Department of Homeland Security and FEMA grants

on states' cooperation with immigration enforcement.

The fig leaf conditional nature of the requirement makes little difference,
