The Cabinet is loosening restrictions to make it easier to hire and retain skilled migrant workers while protecting local employees. The new labor rules also include a plan to set up recruitment centers for government-to-government hiring, gradually phasing out labor brokerages.

00:00The cabinet is making it easier for local businesses to hire migrant workers as long as they increase pay for domestic ones first.
00:08Under the new rules, for each extra migrant worker companies bring in, they must give a pay bump of 65 U.S. dollars a month to one Taiwanese employee.
00:19These foreign employees would be capped at 10% of the company's staff.
00:23Businesses would also be allowed to retain more of their skilled migrant workers, potentially allowing them to gain permanent residency.
00:30The labor ministry says it will set up overseas recruitment centers to help companies hire migrant workers directly and will phase out the current labor brokerage system.
00:39The new rules are meant to help retain skilled workers in Taiwan and will take effect early next year.
