00:00distinguished colleagues ladies and gentlemen overall I can join the
00:09previous speakers I can concur with the previous speakers we have passed the
00:15final document and the Minsk Accords will from the 12th of February 2015 will
00:25have to be complied fully and are unequivocally and there needs to be
00:31direct dialogue between the parties we welcomed so the disengagement and three
00:39pilot areas this is an important step on the path to further de-escalation in the
00:46southeast of Ukraine and making sure there's a full ceasefire we hope that
00:55disengagement will continue and there will be de-mining and de-fortification
01:00works we also need to coordinate the process of ceasefire with political
01:07reforms in Ukraine in line with the Minsk Accords first of all the Constitution
01:14needs to be amended that would allow for special status of the Donbass region we
01:21also need to extend the law on the special status of Donbass and that's
01:30provision must be made permanent in line with the Minsk Accords that I mentioned
01:37earlier we need to start work to introduce adjustments and amendments related to the
01:47Steinmeier formula and other commitments need to be delivered on the amnesty and the
01:55ban on the persecution of the those who fought in the southeast we need to ensure that there is an all
02:09for all for all exchange of prisoners we also need to increase the number of
02:16checkpoints and crossings on the disengagement line we need to make sure
02:23there are no more hour-long queues so that thousands of ordinary people who live in
02:29that area can easily pass that area we've been talking about major projects about
02:36humanitarian aid let's not forget about ordinary people who reside there all of
02:43our arrangements need to improve their lives and not tomorrow but today but
02:50eventually I believe that's our assessment is that this has been very fruitful work I'd like to thank
02:59President Macron for his initiative and the German Chancellor for putting so much focus on
03:08it although it's not part of their mandate but we all believe that is important for
03:15Russia Ukraine and for our neighbors in Europe we appreciate their attention and their efforts to make
03:24sure we reach the ultimate resolution Russia will make sure that it contributes to this important work
