While I don’t think any country bans it specifically, some places have more general laws that could apply to this. For example, you may be obliged to be able to use the controls without any obstructions (e.g. UK Highway Code rule 97). In other countries, driving with inappropriate shoes could be treated as reckless driving in general, especially if you cause an accident.

Driving without "sturdy" soled shoes is...not per se illegal but if anything happens insurances pay not a single penny if the detectives find out the crash or accident could have been avoided if you wore proper shoes and therfore had hit the brakes harder then you do without.
Sure it's maybe possible to barefoot kick a brake as hard as it is with shoes but I assume over 90 percent of barefoot people will not kick full body weight with a bare foot.

Sorry to ruin your fantasy, but driving barefoot is perfectly legal, at least in America. Very nice artwork, though!
Yeah, I don’t think any country bans it specifically. But if you get pulled over and the police notices you are barefoot, they may not like it. They could treat it as reckless driving in general (at least in some places there are such generic laws that could apply to barefoot driving as well), especially if you cause an accident. Of course, motorcycles are a different thing.
